Zultar recommended this text be applied to the welcome e-mail, to make sure people are clearer about the rules, and can't feign ignorance:
Quote:
Hello and welcome!

Thanks for validating your e-mail address; just use this link to
create your new webDiplomacy account:
http://webdiplomacy.net/register.php?.....

Please read the rules and FAQs, which can be found under "Help."
http://www.webdiplomacy.net/help.php

We are a friendly site and we do not have very many rules, but here
are the few that you MUST FOLLOW:

*DO NOT MULTI*
You may only have one account. Second accounts are not allowed under
any circumstances and will be banned.

*DO NOT METAGAME*
You can't make alliances for reasons outside a game, such as because
you are friends, relatives or in return for a favour in another game.
This is known as metagaming and is against the rules because it gives
an unfair advantage to those involved. If you are worried that you
can't stab someone because you want to stay friends, then that's fair
enough but you can't join a game with them.

*DO NOT POST CHEATING ACCUSATIONS IN THE FORUM*
Email us at webdipmod@gmail.com if you think there is cheating going on.

*DO NOT DISCUSS ON-GOING GAMES IN THE FORUM*
You may discuss any game after it has finished but not while it is on-going.

If you have any further problems or questions, please contact the
server's admin at webdipmod@gmail.com.

Enjoy your new account!
The webDiplomacy Gamemaster

Usuallyeople do not expect anything else in a Validation email than an activation link, so they might not bother reading the rest of the mail.
I think it's better to display a rule-page after clicking the verify-link that every player has to read and a button to proceed.

I would suggest changing this:
"Please read the rules and FAQs"

to this:
"Please read the website rules and FAQs"

so that people that know the game rules will still look at the rules link.
