It was suggested he returned from CD at exactly the same moment as the pause took effect.

Unless/Until it happens again, its probably not worth doing anything about.

Locking should take care of things like that, preventing simultaneous changes to games, but I suppose it's a possibility

Has anyone asked how that game looks to that user? Does it still show up on his list of active games or anything like that? Or I suppose Kestas could just pretend to be him and check for himself.

It shows up completely as you'd expect a game with orders left to.
Its in his game-list across the top and on his homepage.
Once on the appropriate board, it says he has orders left to submit, but no orders are presented
