If a player types "/undraw" without having previously submitted a "/draw" vote. The GM will interpret the command as a "/draw" instead.

It is unlikely for a player to do that, but it might have unintended outcomes. In my case - for example - I did type "/undraw" (not having /draw'ed before) because I wanted to check the status of the vote. If I had been the only one to still enter the /draw vote, the vote would have been passed without my consent.

Further testing showed the same behaviour for the /draw command, which makes me think the GM takes them as toggle switches on a value rather than as commands "set to 1" - "set to 0"...

Yes, that is how they work. I haven't tried it, but I expect that /qwerasdfdraw would also work. I think the rationale was to help people get the command correct without having to explain it in detail.
