It's quite annoying to see some players not sending their orders right from the beginning.

It can be for quite a lot of reasons, but still it's unfair to some players.

What about a setting during the creation of the game, which automaticly cancels a game if there is a NMR during the first 1, 2, X moves?

I have this implemented in the vdip-code.

During gamecreation you can set how many turns you don't want a NMR.
If a player does not enter orders during the first X turns it sends the country in CD and extends the phase by a complete phase-length so a replacement can be found. (You can set how many turns it should delay the processing to find a replacement too.)

I was thinking more about cancelling the whole game, rather than searching for a substitution after X turns of NMR.

The point is that if a country doesen't move the very first turn or two, it can be very difficult to find someone else to get this country.
England and Italy is a good example. Who is going to take England after a Spring 1901 NMR?

It could be better just to automatically cancel that "ruined" game, allowing the players to start a new one.

That's why it extends the phase.
It does not process the turn, it waits for a replacement to enter orders.

I definitely need to learn how to use github...

alsoyour reliability rating is very interesting. When I have some time to work with the site, I'll try to implement some things too. :)
